Tree measurement standard

Tree measurement standard

What is the standard for the measurement of a tree being purchased at a nursery? Is a tree sold as a five foot tree just an approximate four feet tree plus the approximate foot for the ball making it a five foot tree or is the tree itself five feet? Believe it or not this is needed for a planning board that is actually splitting hairs on the height of trees being planted. I would like to be directed to the official written word should there be a guide of such a beast so I may use it in my presentation to put this matter to rest or take it further to court. thanks in advance--
