should we put some fertilizer on the soil.
The lawn has no grass.
what should we do first put fertilizer then seed or combined them

You can apply a starter fertilizer to the soil (that's what it's called and that's what's printed on the label so ask if you can't find it), rake it in, then broadcast your grass seeds. Cover the seeds with a thin layer of compost or peat moss to help keep the seeds moist and to hide the seeds from hungry birds. Keep the newly planted areas moist by watering several times a day. The grass seeds will sprout in 7-10 days. Good luck with your new lawn.
