My tulips are starting to come up but the weather is changing again what do i do

There's really not much you need to do. Bulbs will begin to sprout when the soil temperature is warm enough to trigger growth. When temperatures cool down too far the sprouts will stop growing and will sit patiently until things warm up again. The green sprouts are quite cold hardy and will be fine without any action on your part.
