bought it over a year ago #2 can. Its in a 14x14

The most common reasons for lack of flowering and fruit set are lack of sufficient sunshine and plant immaturity. If your kumquat is getting at least 8 hours of sunshine a day and it is not flowering, it is just too young. Give it another year or two and I'm sure you see flowers - and fruit.
