I would like to build a raised vegetable bed. However, I do not have a flat space to build one. My ground is also very rocky.

The best approach is to dig out an area so you'll have a flat surface on which to build your raised bed. Failing that, if you're handy with a saw, you can custom tailor the lumber (thinner on the high side; thicker on the low side). I'd be inclined to dig a trench and lay a row of concrete blocks as a base for the raised bed. As long as the tops of the blocks are even all the way around, any lumber or additional concrete blocks you lay on top will be even, as well. Some parts of your trench will be deeper than others but you'll be able to adjust the depth as you lay the blocks into the trench. Good luck with your project!
