Your average last frost date is about the middle of March. As a general rule, you can start your veggie seeds indoors 6-8 weeks prior to your average last frost date and transplant them into the garden in mid to late March. Exceptions might be warm season crops such as tomatoes and corn. They should probably not go in the ground until about mid-April. This delay with give the soil a chance to warm up and your tomatoes and corn will be much happier. Hope this answers all your questions.
