When is the best time to transplant 4 foot crape myrtle in mid Indiana

Crape myrtles flower on the new growth of the season so if you time your transplanting either before new growth begins in the spring or after the crape myrtle has finsihed flowering in late spring, you won't interrupt the flowering. If flowering isn't important to you, you can dig and move it any time the ground is not frozen.
