when is the best time to plant roses

You can plant bareroot roses in February or March and potted roses in spring or fall. I'd avoid planting in the middle of summer, though. Transplanting can stress a rose,and if the weather is hot and humid, it will take the plant longer to establish. Since it's not yet officially summer, you can plant your roses now.
