Daylily seeds often do not germinate quickly because a proportion of them have seed dormancy. So, many people, therefore, stratify them first before sowing. If you'd prefer they germinate quickly and together you might want to read this article from the American Hemerocallis Society's journal - if you don't stratify (damp chill) then the seeds may germinate erratically over weeks or even months. Once they are stratified (or not if you don't mind how long they take) they are started like any other seed, sown at twice the depth of the seed in a good seed starting medium.
