What you describe can indicate a water stress. When the weather is very hot and the rose bush doesn't get enough water, roses are prone to burning in hot sun so perhaps that's what's happening to yours. Another consideration is a fungal disease. Be sure to water deeply twice a week to help your roses endure the summer weather (and to help flush salts out of the root zone). I'm afraid you'll have to put on your detective cap and explore all of these possibilities to determine just what might be affecting your roses. If you suspect a disease, use a product such as Rose Defense. Be sure to apply according to label directions. Best wishes with your roses!
