In a spray bottle, mix milk with an equal amount of water and add a few drops of dish soap, a few drops of vegetable oil, and a couple of drops of vinegar (optional). Store the bottle in the fridge and spray the roses often, several times a week if you can. It's fine if the milk turns sour; sour is actually better! This mixture will change the pH level on the rose leaves and make it very difficult for black spot to grow. And you don't have to worry about insecticides that may harm visiting bees or nearby wildlife either. I have used this method for about 10 years now, and it works very well. If you can't spray often, try at least to spray following a rain or if the day is very humid. It really works! Happy rose growing!
