Question: What seeds (flowers, herbs, OR?) can I plant in the Santa Cruz mountains (about 4 miles from the ocean) that deer will probably not want to eat? The only things that have survived at my place sometimes(!) are zinnias

Answer: Deer, if hungry enough, will eat just about anything. They tend to not like fuzzy or fibrous leaved plants like lambs ears, borage, artemesia, heliotrope, lungwort, forget-me-not, and tarragon. Try these and talk to other local gardeners to see whatworks for you!
