I would like to know what type of plant or shrub will survive under a deck (the deck is 20 feet high) where there is no sun at all and it gets very wet from the rain and stays pretty muddy; after the rain it does not dry out!

What can I plant there?

To be honest it is difficult to envision the situation you have described, however it sounds like the sort of spot calling for a workhorse of a plant known to do well in very difficult low light situations. English ivy (Hedera helix) would be one to try. As an aside, if the permanently wet area is next to a building foundation you might want to get a professional in to take a look at it to make sure it is not damaging the building.
