I live at 4500' level in the foothills of the Cascades, is it possible to grow Artichokes here?

Artichokes are perennial plants in long summer, warm winter areas. The plants won't survive your winter and it's doubtful the summer season would be long enough for the edible flower buds to develop. You can try growing one in an area where there's radiant heat (next to a south or west facing wall) and see what results you get.
