Can I prune hard this bush? it's outgrowing its location. Thank you

Blue Dwarf Arctic Willow will tolerate hard pruning. Wait until late winter or early spring to do your pruning and try not to remove more than one third of the shrub during your pruning session. If you need to reduce the size more than that, wait until the following spring and reduce the size by one third again. By pruning in two or three different sessions, your shrub will recover quickly from the pruning rather than be stressed and either stop growing or put out new growth on only part of the shrub.
