Answer: That's a lot of salvia! If the spots are fuzzy looking, then it sounds like a mold problem. Mold forms in humid conditions, when plants are crowded and air circulation is low. Remove the molded plants, and pace a fan near the seedlings to dry the leaf and soil surfaces a bit, to keep mold from spreading.
If the seedlings are tall and close to the grow bulbs, they may have been scorched. Scorch spots are white and wrinkly. If the seedligs are that close to the bulbs, it's time to raise the light fixture.
