Peppers, both sweet and hot, and tomatoes germinate best at a warm soil temperature of about 86 degrees. When started indoors, they should be planted a scant quarter inch deep and the soil should be at least 80 degrees, although a range of 75 to 90 will do. If the soil is cooler it will take longer, so an average time might be a week.
