What is the most effective way to eliminate black spot on roses?

Black spot can be a tough problem. Some ways to reduce or eliminate it are to grow varieties resistant to it, clean up and remove infested plant debris, increase air circulation by proper pruning and spacing of plants, avoid overhead watering especially at night, and finally, cultivate around the plants every spring and them mulch them well. Unfortunately, in my experience, some varieties seem to be prone to it no matter what you do.
