If I buy topsoil and mix it in with my garden, will it help if I also use manure to make the soil richer?

Generally speaking it is not usually a good idea to bring in extra topsoil, especially if its profile is very different from the soil you already have. Instead, it is better to run some basic soil tests and find out what your soil is (or is not) lacking, and then work from there. Your County Extension (837-1402) can help you with the tests and interpreting the results. Having said that, one of the best things you can do no matter what kind of soil you have is to add copious amounts of organic matter such as compost, well rotted manure, chopped leaves, and so on.
