I plan to start my own pepper and tomato plants and some flowers for the first time this year. I plan to start the seeds in Burpees tray with the 2 x 2 1/4" cells. Will I have to transplant them into something else before I set them out in the garden or will they be able to grow in these cells until it's time to plant them in the garden?

The answer is really one of it depends. The best way to determine whether or not to move them to larger pots is by looking at the plants; if their root systems are crowding through the soil or if the plants are wilting because it is difficult to keep them watered enough then they need larger pots. This will depend on how early you start them, how well you care for them, what varieties you are growing and what plants you are starting. (Squash for instance grow very fast and need only a few weeks head start.) Keep in mind that it is better to move them to larger pots than to risk checking their growth and possibly stunting them.
