Lavender seedlings should be transplanted carefully into individual cell packs or containers when they have enough size to be handled -- guesstimating to the two pairs of true leaves stage is the rule of thumb. If they are planted far enough apart so that they are not crowding in the seedling stage you could wait a little bit longer. Do it carefully and be sure not to overwater them at this stage, you might add a bit of coarse sand or grit to the soil mix to be sure it is a free draining one. They also need good air circulation and plenty of light.
