Looking for a shrub that will not grow more than 1 and 1/2 feet tall and will blossom all summer.

To be honest I can't think of any shrub that blooms all summer, but a very short shrub with pink blooms for a long time (and will rebloom if trimmed back a bit and receives adequate water and fertility) is the "Little Princess" spirea. Another very long blooming shrub to consider might be Potentilla fruticosa (bush cinquefoil); this shrub is available in numerous varieties and bloom colors and includes some smaller sizes. Both of these shrubs would do best in full sun.
