"Spring bulbs" blooming in mid March would be planted in the fall. Bulbs bloom in a general sequence of snow crocus, crocus, early, mid and late daffodils, and so on with early, mid and late tulips overlapping the daffodils. If you make note of the bulbs blooming in your area now you will be able to purchase and plant them next fall for bloom next spring.
