Cherry has a reputation for vigorous root systems that send suckers up a random. The only way to control these unwanted sprouts is to cut them off at soil level. It won't stop the roots from producing more sprouts, but it will stop the growth of a new Cherry tree in that place. If you used a chemical to kill the sprout, it would affect the health of your Cherry tree. Just keep whacking the sprouts down as they appear.
