Can I grow vegetables (peas, tomatoes,peppers) in partial shade in northeast Pennsylvania?

The answer to your question is "maybe" because it depends on the degree of shade you have and on the time of day the plants do receive maximum sun. These plants generally prefer full sun but can be expected to grow adequately in some degree of partial shade. A good minimum to hope for would be six hours of direct sun a day, preferably from noon onward, but all day until early afternoon might be adequate, too. The best advice I can give you, if you think there is possibly enough light, is to experiment with a small garden and see what happens.
