When putting new mulch into the garden, is it first necessary to get rid of the mulch from last year?

As long as you're mulching with organic matter, you can leave the previous year's mulch where it is and apply additional mulch throughout the season. Or, depending upon the mulch material used, you may want to dig the old mulch into the soil. Either way, your soil will be enriched with nutrients and the mulch will help suppress weeds and regulate soil moisture.
