When my snow peas have matured are they over? Do I wait for more to come in or do I rip them out and put something else in?

When they stop blooming, they are over. Picking the peas often and slightly young can help the vines continue producing longer, but eventually they will be exhausted and once the weather warms they will stop producing no matter what you do. This is a good early crop because there is plenty of time to follow it with a warm weather lover.
