I am looking for a groundcover that will do well in damp soil, in a shady area.

There are several shade-tolerant groundcovers that will thrive in your gardening region. Most shade-loving plants also require moist soil, so dampness shouldn't present much of a problem to whichever plant you choose. Periwinkle (Vinca minor), Glechoma hederacea (Ground Ivy), Houttuynia cordata (also available with variegated leaf color), Parthenocissus, and Trachelospermum (Star Jasmine). With the exception of the ivy, all the groundcovers suggested have seasonal bloom.
