I have never attempted to grow garlic before. All of my gardening books say that the cloves should be buried one inch deep in the soil. Does this mean one inch from the top of the clove or one inch from the bottom of the clove? It's quite a difference.

You have a point. Perhaps the text should read "cover clove with one inch of soil". Make a trench if you're planting lots of garlic cloves, or dig individual holes, and plant so that each clove of garlic has only one inch of soil covering it.
