I have a few mugo pines that were defoliated last summer by an insect pest. Will the needles regrow or will they need replaced?

Unfortunately, pines will not regrow from old wood, so if the branches are bare you will need to replace them. You might want to try to figure out what attacked them (in case it was something that might have overwintered and be ready to attack the replacements) before you replace them with more Mugo Pines.
