I have a ton of four o'clocks coming up from seeds that last year's plants dropped.

Can I transplant the seedlings when they get their true leaves???

Sure you can! Be sure they are watered ahead of time and work on a cloudy day if you can. Use a trowel and carefully dig them up with a rootball and move them to their new loaction. Water well and they'll never know they've been moved.
