Question: Should clethra be cut back while dormant? If so, should they be cut back in the spring or in the fall?

Answer: Clethra blooms on the current year's growth, so you could prune it immediately after flowering or in late winter/very early spring. In general, clethra does not require pruning except possibly to restrain its size.
