To keep Moonbeam Coreopsis from becoming droopy in the summer, can they be cut back during the spring until a certain time?

Since coreopsis blooms over a long period, it would be best just to deadhead, removing some of the stems when you cut off the spent foliage. Coreopsis can become rangey as the season progresses and will benefit from support. You might try tying the plants up early in the season so the foliage can disguise the supports.
