Hedera helix 'Baltica' is a small or miniature form of English Ivy, which is often used in topiaries. The leaves are only 1/2" - 1" across. As an alternative, you might try Creeping Fig (Ficus pumila), or prostrate Rosemary (Rosmarinus officinalis 'Prostratus') as plant material for your topiaries. Both have small leaves and lend themselves to being trained to specific shapes and forms.
