What can my friend do about her tulips a squirrel keeps beheading them?

Squirrrels, rabbits and deer all seem to like to eat tulip blooms. Apart from growing the tulips in a cage to protect them, the next best solution is to try to deter the squirrel. Some gardeners report success using repellent sprays, either homemade or the commercial types, and others report that a pet dog or cat on patrol can be helpful. I'm sorry about that pesky squirrel!
