It's important to cut spent blooms off your rose bushes, and making the right cuts will ensure the shrub remains healthy and will produce new blooms. You can cut back as far as you like, as long as you leave two or three sets of five leaflet leaves on the stem. Those leaves will feed the stem and encourage the production of new flowering stems.
