Privet Not Blooming - Knowledgebase Question

My privet hedges are not all blooming. They do have green on the bottom. Are they just slow coming this year? Should I just be patient? I will be sick if they don't bloom. I am staring to worry. Thank you.

It's really hard to say why they aren't blooming. Do they look healthy otherwise? Have they bloomed consistently in recent years? One reason shrubs look healthy on the bottom, but perform poorly at the top, has to do with temperatures and snow cover. I have a forsythia that blooms only as high up as we had consistent snow cover--above that, the flower buds are killed in our cold winter weather. If you had less than usual snow cover, and a severe cold spell, that could be the reason. If this is the case, then they should recover for next year.
