I am going to be adding approximately three to five inches
of topsoil to my current flower garden. I have tulips, mums, anemones, and azaleas planted there now. Can I just dig the plants up and move them to the surface more, just let them in the ground and add the topsoil, or is there something easier to do?

It's a big job: You will need to dig and reset the plants. Plants are very sensitive to changes in grade because their roots need air. Remove the plants, add the soil, then replant. Good luck with your project.
