| The flower buds would have been set last year, so anything you did this spring would not really affect them. It is possible they were damaged or dried out by drought or extreme wind or exposure to strong winter sun reflected off a building; severe cold weather such as a very cold snap last winter might have also caused it. Some varieties of rhododendron plants are quite hardy but their buds are less so, which might account for the buds failing to swell and open while the plant itself is just fine.
