I heard that neem tree is an insect repellant--it repels 200 species of insects. Will a neem tree survive if planted in Murrieta, California?

Neem oil, the source for neem-based insecticides, is extracted from the seeds of the neem tree (also called the margosa tree, botanical name Azadirachta indica) of southeast Asia, Africa, and Australia. It is a member of the mahogany family, and is best adapted to relatively dry, tropical regions. From my zone map it appears that your region is frost free. If this is the case, the tree might indeed survive there.
