Can I start seeds anytime? I live in zone 9, and we hardly ever have cold winters.

Regarding winter, the answer is a qualified yes. The "qualified" refers to the fact that heat loving plants like hibiscus and okra will not be happy in cool soil or weather. By the same token, cool weather plants like pansy and spinach will not tolerate hot weather.

Some plants also respond to changing daylength. Planting them at the wrong time could result in a plant that starts to bolt (produce a seed head) before ever getting established well.

Nevertheless, at any given time of the year there is something that can be started in your area.
