Plant was ordered in 1996 and is supposed to be some Canadian type. It gets its bloom on nicely but shrivels up before it can open.

Based on your description I am guessing you have a honeysuckle shrub, possibly a Tatarian Honeysuckle such as "Morden Orange". The Tatarian honesysuckles (and other honeysuckles, both shrub and vining types as well) as a group are subject to severe aphid infestations which could account for the buds failing to open. If this is the case, a strong blast of water from the hose every few days may knock them down adequately, as may applications of insecticidal soap done according to the label instructions. Good luck with your shrub!
