I bought some lace-cap hydrangeas. After the buds opened and dried up, I snipped off the flower along with the leaves in that section. However, even though the leaves are sprouting, I have yet to see any more buds/flowers. Can you tell me how to fix that problem?

Unfortunately, you can't. These shrubs bloom on the previous year's growth, so the best you can do now is help them to grow healthy and vigorously all season so they can set a heavier crop of buds for more blooms next year. On the bright side, they should grow quickly and bloom better and better each year.
