I have the Southern Charm Verbascum plants. After they bloom, do I cut off the the spent blooms? If so, how far down?

You can cut the spent flowering stalk down to the tops of the foliage to keep the plants looking neat. If you allow seedheads to form, you can save the seed to plant next year, or allow it to spill on the ground next to the parent plants.
