Hydrangea arborescens, the smooth hydrangea is hardy in your zone and won't need protection. The tops will freeze down to the ground, but new stems will appear in the spring. Flowers are produced on new wood so you should have flowers every year. Rosa rugosa, the most commonly used rose for hedges. They are vigorous and hardy and won't need winter protection at all. |
