How far underground should a fence go to keep groundhogs out of a garden?

In "Vegetable Gardens for Dummies," NGA's Charlie Nardozzi recommends a fence that's three feet high and one foot underground. He also suggests leaving the top 18 inches of the fence unattached to upright supports. When the groundhog tries to climb over it, it will bend down from it's weight. Good luck!
