I'd very much appreciate if you could send me a list of bulbs, mainly Tulips and Narcissus, that are black walnut toxin tolerant.

Both tulip and narcissus are tolerant to juglone, the growth inhibiting chemical from walnut trees. Other bulbs considered tolerant are hyacinth and grape-hyacinth. The most sensitive bulbs are autumn crocus and lily. Avoid these and your spring flowering bulb garden should thrive.
