In the late spring of 1998 I planted a small willow tree to try to absorb some of the excess water that is in my lawn, it has worked very well, I would like to control the growth of this tree so that it does not become too large, is this possible, if so when do I trim and by how much?

Unfortunately most varieties of willow are in fact very large trees. In my experience it is more or less impossible to maintainthem in a tree form at a small size over an extended length of time.
