My gardener pruned the lower branches from my poplar trees and they grew back. How can I prevent them from growing back again?

Unfortunately, a poplar will continue to grow branches along its trunk no matter how often you prune them off. That's just the natural branching habit of the species, and it will respond to pruning by producing new branches. Sorry there's no more permanent solution and you'll just have to keep pruning them off.
