Fast Growing Non Flowering Vine - Knowledgebase Question

I live in zone 9-10 and need a fast growing vine that will cover a tall fence beside our house and stay green all winter. I am extremely allergic to wasps and bees so the vine must not flower.

Two non-blooming evergreen vines to consider are English ivy and Virginia creeper. If the fence is wooden, Creeping Fig (Ficus pumila) would be another option.
